Recap of February & March Wildwood Planning and Zoning Meetings

The January 2022 meeting was cancelled due to weather. This recap includes February & March 2022.

The City of Wildwood Planning & Zoning board meets the first Monday of every month at 6 pm in the City Hall Commissioner’s Meeting Room, 4400 New Jersey Ave, Wildwood NJ 08260. Members of the public are allowed to attend and offer public comment on most agenda items. Zoom attendance is currently discontinued.

March 7, 2022 Recap

Juniper and 26th Sts., Lawrence McNight, owner

This was an informal concept review.  The land is a vacant lot and the owner proposes building a four-unit condo, back to back, with two units fronting Juniper and two unit facing 26th.  He is aiming for affordable housing for working class families.  There would be outdoor living on the roof, with a pilot house that offers the way up to the roof.  Each unit would have privacy on the roof, with their own pilot houses.  Since the lot is undersized (60’ x 80’), it needs a bulk variance, as well as variances for the elevation and the side yard setbacks.  I believe the attorney said the height would be 5’ over the limit, because of the pilot houses.  The side yard setbacks they are seeking is listed at 6’.  Each unit is predicted to be about 24’.

No voting. The public was not invited to make comments.

400 W. Dock St., Scott and Mary Macand  (Not sure of last name)

This property is on the southwest corner of Hudson and is a single-family, three-story home that is under construction.  Interestingly, some of the Hudson Avenue street end was vacated, adding square footage to this property and that of the neighboring property. Revised plans were submitted to include two ten’ wide decks and stairs on the west side that offer access to the decks.  Variances were needed for 6’ side yard setbacks and back yard setback of 1.24’.  One of the board members was concerned about the decks being so close to the bulkhead and the possibility of soil wash-out, leading to deck collapse.  The attorney assured him that the pilings will be sufficient to prevent that from happening.  The attorney also pointed out that most of the other houses along the harbor have decks that extend just as close to the bulkhead.  The lot coverage will change with 64.2% coverage proposed.  There were no public comments.

Motion passed.

149 E. Hand, NW Wildwood LLC 

This property is currently a vacant lot that is 40’x90’.  The owners want to build a stacked duplex containing three bedrooms each.  The front yard has a 10’ setback with the back at 6’7”.  1620 square feet are allowed and this comes in at 1700 without the decks.  The AC unit sticks out and contributes to the space limitations.  It was noted that the building is shorter than surrounding homes.  There were no comments from the public.

Motion passed.

117 W. Juniper, Mr. Marshionne, owner

There are two single-family homes on this narrow property.  The smaller of the two faces 26th street and is a converted garage.  The Juniper house was built in 1935.  It is a one-story Cape Cod with a covered porch.  It has a front setback of 2.2’. Current side setbacks are  7’ on one side and 2’ on the other side.  The lot is undersized and is considered non-conforming.  The house is going to be raised with space for a garage beneath.  It is also going to be moved back 5’ and centered so that a 5’ side setback will be in place on each side.  The porch will be removed.  The footprint stays pretty much the same, with these modifications. The density of the property will increase a little.  Things like the electrical system and aesthetics will be improved.  The two-car garage will have an 8’ opening per side.  A board member was concerned with this being enough room to get a car in and open the doors.  One member of the public spoke about the lot being too narrow.  She was also concerned about run-off and draining issues.

F. 312 E Poplar Toner Beach Properties LLC Jason Mohnack (engineer)Joseph Garramone ( Di Blasio Associates demo for 3 story Quadroplex(4 units) Michael Celinski 229 E Poplar spoke in favor of demo”will be an improvement/problem for years.

G. 121E Maple Avenue Toner BP LLC same engineers E and G will basically be the same. Applicant William Toner said lower level ceilings are low, not cost effective to rehab. I spoke in favor of saving the house and possibly moving it. W. T. respoke after me and said “he’s moved many houses and if someone wants to buy it and move it, it would save him money”. This created positive feedback from the board and generated a discussion in favor of  saving the building. Demo in 6 months. Poplar will go first.
